R-1 Electronic Filing (REFS)

Prior to the 2013 Primary and General Elections, notice went out to all REFS filers indicating that the REFS program had to be upgraded in order to continue to file electronically. If you did not upgrade to REFS Version 3.7.2 or higher, NOTE that as of June 30, 2014 you will not be able to file your campaign finance report electronically. If you use the REFS software, go to the link that was previously emailed to you to upgrade, or contact the electronic filing help desk at (609) 292-8700 or Toll Free within NJ at 1-888-313-3532 for assistance with the upgrade.

  • Select the Control Panel option from the Start Menu.
  • Select the Display option from the Control Panel.
  • Select the Settings tab.
  • In the Desktop/Screen area, move the lever until the text below the lever says 1024 x 768 pixels.
  • Click the OK button. A message appears indicating that Windows will resize your desktop, and that it might take a few seconds.
  • Click the OK button again.
  • After changing the screen resolution, a dialog box appears asking if you want to keep this setting. Click Yes to keep the setting.

You can download a FREE copy of Internet Explorer. In addition, there are printable “PDF” downloads available throughout the website that require a FREE copy of Adobe Reader.

Java Runtime Environment:

If you are experiencing problems with pages not loading or pages loading only partially with large gray sections, or with a red ‘X’ in the upper left corner, please try reinstalling the Java Runtime Environment. As always, you may call our help desk anytime for additional assistance.

About Pop-up Windows:

If you are currently blocking pop-ups you may want to consider either enabling them for this website (if your software allows this) or temporarily turning off your pop-up blocker while on our site. Additional information can be found at About Pop-up Windows.

If pop-up windows generated from our site are opening too small, please follow this procedure to have them open in a New Tab instead of a New Window (Internet Explorer 7 and higher):

  • Select Tools / Internet Options from the Command Bar.
  • On the General Tab, in the Tabs section, click Settings.
  • Under “When a pop-up is encountered” select “Always open pop-ups in a new tab”.
  • Click OK, OK again to save settings.

PDF Documents:

We use this format on our website for documents such as Manuals, Forms, Reports, White Papers, etc.

The 'pdf' acronym stands for “portable document format.” No matter what type of computer system one uses to view or download these files, they will look and print exactly as the author intended. The toolbar included in the Adobe Reader software will allow you to print or save the document to your computer.
